An experienced zoning, planning, land use and administrative law attorney in Bel Air, MD

Robert S. Lynch has been practicing law in Maryland for nearly 30 years. He brings a unique perspective to the legal profession, having previously worked as a Professional Land Use and Environmental Planner. With his extensive knowledge and experience in zoning, planning, land use law and real estate law, Mr. Lynch provides individual property owners, builders and developers with solid, high-quality legal representation. He also has experience in agricultural preservation, transfer of development rights and the Chesapeake Bay critical area.

Mr. Lynch has represented clients in land use and zoning matters with hearings before Planning Commissions, Boards of Appeals and Maryland’s Circuit and Appellate Courts. Mr. Lynch has testified as an expert before the Maryland General Assembly and numerous local legislative bodies on issues relating to zoning and land use law. Having previously served as the Director of the Harford County Department of Planning and Zoning and as Commissioner of the Maryland Chesapeake Bay Critical Area Commission, he provides his clients with valuable insight into the complex development process.
